Can H1 and H0 be the same in a null and alternative hypothesis?

Here is the question:





A marketing survey involves product registration in New York and California. Of 558 New Yorkers surveyed, 193 knew the product while 196 out of 614 Californians knew the product. At a 0.05 significance level, test the claim that the recognition rates are the same.





Since it's asking me to test if they are the same, this is what I came up with for my null and alternative hypothesis:





H0: u = .35


H1: u = .32|||Let Rn be NY recognition rate, and Rc be the California recognition rate.





H0: Rn-Rc=0





H: Rn-Rc%26lt;%26gt;0
